This ancient form of the Roman vestment had a cone-like shape, thus the name "conical".  It was meant to envelope the entire body.  To free the hands it was necessary to gather up the material in graceful folds across the forearms.  You will see here suggestions for how to wear it at different points in the Litrugy.
